We absolutely categorically state that dogs in no case can be tied to chains:
- The chain damages physically, there are cases when they grow into the neck of dogs.
- The chain limits the physical movement of the animal, which is necessary for it.
- A chained animal cannot protect anything, and if an alarm is needed to notify about those passing by, then there are special devices for that nowadays.
- A chained animal cannot protect itself, cannot even escape. It is not uncommon for other wandering loose dogs to attack dogs chained to the doghouses. In the event of an accident (i. e. in the event of a fire), a tethered dog may get burned. The constant rape of unsterilized female dogs is also very scary. When the bitch is in heat, all the male dogs of the village want to have a relationship with it.
We have repeatedly stressed that the maturity of society is reflected on its awareness. How it can be achieved?
We consider:
- Adjustment of the legislative framework is needed, tightening the rules for keeping animals and prohibiting the chaining of dogs, the harnessing of horses or the binding of cows by the horns.
- There is a need for constant public education, when the information broadcast at the end becomes something that is taken for granted. You probably remember the times when it was quite normal not to fasten seatbelts while driving? It was only thanks to advertising and information campaigns that people’s awareness and, at the same time, statistics of accidents and offence were affected.
- The initiative should be taken by the state authorities responsible for animal welfare. The State Food and Veterinary Service, the Ministry of Agriculture of the Republic of Lithuania, the Ministry of Environment, maybe it is time to take another step towards ensuring animal welfare?

We believe that this archaic way of tying animals will be banned faster than the ban on keeping animals for those who have abused them.
